How Nations Grow Rich: The Case for Free Trade

Author: Melvyn Krauss

In How Nations Grow Rich, Krauss argues there is no inherent reason why the growth of the welfare state in the Western industrial countries should conflict with free trade - that is, there is no inherent reason for the welfare state to be protectionist. Exposing fallacious "welfare state" arguments for protection, Krauss makes a powerful case for free trade in general, and NAFTA in particular, as mechanisms for raising U.S. living standards. Americans are made better off through a reallocation of U.S. productive resources from lower to higher productivity uses - from textiles to computers, for example. Moreover, by raising wages in Mexico relative to the U.S., Krauss expects NAFTA to help reduce both legal and illegal immigration. Were states like California to reduce their generous social services and affirmative action programs, labor immigration from Mexico would fall to politically acceptable levels. Krauss' new insight that migration and foreign trade are alternative means of effectuating international exchange is used in this lively and informative book to shed light on a host of important policy issues. By the very act of restricting textile and apparel imports, the U.S. virtually compels foreign textile workers to migrate to the U.S. The European Union's tariff against East European exports provokes a flood of Eastern workers to Western Europe. In How Nations Grow Rich, Krauss dispatches both traditional and newer arguments for protection with unusual verve and clarity. Addressing the belief that protectionism boosts employment, he points out that import restrictions can destroy U.S. jobs when imposed on materials we use as parts. Specifically, what has been the impact of the intensification of global interconnectedness in trade, capital flows, labor migration, and technological connectivity on national planning cultures?

Comparative Planning Cultures addresses these questions, drawing on the planning experience in ten nations and at different territorial levels. Argentina and the Fund: From Triumph to Tragedy

The catastrophic crisis of late 2001 and early 2002 marks the tragic end to Argentina's initially successful, decade-long experiment with sound money and market-oriented economic reform. The IMF consistently supported Argentina's stabilization and reform efforts in the decade leading up to the current crisis, and often pointed to many of Argentina's policies as examples for other emerging market economies to emulate.

In this analysis, former IMF Chief Economist Michael Mussa addresses the obvious question: What went wrong in Argentina and what critical errors did the IMF make in either supporting inappropriate policies or in failing to press for alternatives that might have avoided catastrophe? He emphasizes that the persistent inability of the Argentine authorities at all levels to run a responsible fiscal policy-even when the Argentine economy was performing very well-was the primary avoidable cause of the country's catastrophic financial collapse. The IMF failed to press aggressively for a more responsible fiscal policy. Mussa also addresses the role of the Convertibility Plan, which linked the Argentine peso rigidly at parity with the U.S. dollar and played a central role in both the initial success and ultimate collapse of Argentina's stabilization and reform efforts. While the IMF accepted this plan as a basic policy choice of the Argentine authorities so long as it remained viable, it erred in the summer of 2001 by extending further massive support for unsustainable policies, rather than insisting on a new policy strategy that might have mitigated some of the damage from a crisis that had become unavoidable.

Mussa moves on to discuss what needs to be done to restore economic and financial stability in Argentina and begin the process of recovery, including the proper role that the IMF and the international community. He also examines what the IMF can do to avoid repeating the types of mistakes it made in the tragic case of Argentina.

Author Biography: Michael Mussa, a senior fellow at the Institute for International Economics, served as Economic Counsellor and Director of the Department of Research at the International Monetary Fund from 1991-2001, where he was responsible for advising the Management of the Fund and the Fund's Executive Board on broad issues of economic policy and in providing analysis of ongoing developments in the world economy. Dr. Mussa's main areas of research are international economics, macroeconomics, monetary economics, and municipal finance. He has published widely in these fields in professional journals and research volumes. By appointment of President Ronald Reagan, Dr. Mussa served as a Member of the U.S. Council of Economic Advisers from August of 1986 to September of 1988.

Foreign Affairs

In late 2001, the government of Argentina defaulted on its outstanding debt, the largest sovereign default in history. The banking system collapsed, and the Argentine economy went into deep economic depression. Mussa, former chief economist at the International Monetary Fund, here gives a brief and cogent account of what happened, why it happened, and how it might have been avoided. He also addresses the role of the IMF (which provided exceptional financial support to Argentina in 2001) and lessons for future IMF lending. The fundamental problem, according to Mussa, is that Argentina's fiscal condition (federal and provincial) was inconsistent with its Convertibility Plan, which involved a strong commitment to one-to-one convertibility between the peso and the U.S. dollar. One or the other had to yield, but neither did until the government's financial crisis. He might have added that Argentina's decision to join Mercosur in 1993 committed it to greater economic engagement with crisis-prone Brazil, which further reduced the probability that the Convertibility Plan could survive indefinitely after its initial successes.

Playing the Field: Why Sports Teams Move and Cities Fight to Keep Them

Can a sports franchise "blackmail" a city into getting what it wants -- a new stadium, say, or favorable leasing terms -- by threatening to relocate? In 1982, the owners of the Chicago White Sox pledged to keep the team in Chicago if the city approved a $5-million tax-exempt bond to finance construction of luxury suites at Comiskey Park. The city council approved it. A few years later, when Comiskey Park was in need of renovation, the owners threatened to move the team to Florida unless a new stadium was built. A site was chosen near the old stadium, property condemned, residents evicted, and a new stadium built. "We had to make threats," the owners said. "If we didn't have the threat of moving, we wouldn't have gotten the deal."

"Sports is not a dominant industry in any city," writes Charles Euchner, "yet it receives the kind of attention one might expect to be lavished on major producers and employers." In Playing the Field, Euchner looks at why sports attracts this kind of attention and what that says about the urban political process. Examining the relationships between Los Angeles and the Raiders, Baltimore and the Colts and the Orioles, and Chicago and the White Sox, Euchner argues that, in the absence of public standards for equitable arbitration between cities and teams, the sports industry has the ability to steer negotiations in a way that leaves cities vulnerable.

According to Euchner, this greater leverage of sports franchises is due, at least in part, to their overall economic insignificance. Since the demands of a franchise do not directly affect many interest groups, opponents of stadium projects have difficulty developing coalitions to oppose them. Theresult is that civic leaders tend to succumb to the blackmail tactics of professional sports, rather than developing and supporting sound economic policies.

In The Segregated Origins of Social Security, Mary Poole challenges that basic assumption. Meticulously reconstructing the behind-the-scenes politicking that gave birth to the 1935 Social Security Act, Poole demonstrates that segregation was built into the very foundation of the welfare state because white policy makers--both liberal and conservative--shared an interest in preserving white race privilege.

Revising the standard story of the racialized politics of Roosevelt's New Deal, Poole's arguments also reshape our understanding of the role of public policy in race relations in the twentieth century, laying bare the assumptions that must be challenged if we hope to put an end to racial inequality in the twenty-first.

Based on case studies of four organizations that were sued for pay discrimination, Legalizing Gender Inequality challenges existing theories of gender inequality within economic, sociological, and legal contexts. The book argues that male-female earnings differentials cannot be explained adequately by market forces, principles of efficiency, or society-wide sexism. Rather it suggests that employing organizations tend to disadvantage holders of predominantly female jobs by denying them power in organizational politics and reproducing male cultural advantages.The book argues that the courts have, by uncritically accepting the market explanation for wage disparity, tended to legitimate and to legalize a crucial dimension of gender inequality.

A comprehensive social history, Transforming the Public Sphere describes the planning and construction of the Exhibition of Women's Labor and the event itself -- the sights, the sounds, and the smells -- as well as the role of exhibitions in late-nineteenth-century public culture. Shaping Modern Times in Rural France: The Transformation and Reproduction of an Aveyronnais Community

Challenging the notion that modernization is a homogenizing process, Susan Rogers contends that in the course of large-scale transformations communities often reproduce and strengthen distinctive cultural and social features. To make this argument, she focuses on the French farming community of "Ste Foy" during a period of rapid change (1945-75). Using ethnographic field data and archival material that she collected as a "participant-observer," she finds an intriguing puzzle: an allegedly archaic social form, the ostal, has become increasingly common in the community. The ostal, a type of family farm organized around an extended "stem family" household, is a variant of the stem family systems associated with preindustrial southern Europe. How have Ste Foyans continued to remake this "archaic" mode as their community grew more prosperous and more involved in national and international markets? In showing how the specific identity of a community is reproduced rather than obliterated by modernization, the author reveals dialectical relationships between structure and change, history and culture, and the centralized nation-state and regional diversity. This analysis addresses anthropologists, historians, and scholars interested in local politics and economic development.

The story unfolds through a decisive account of the career of Isaiah Bowman (1878-1950), the most famous American geographer of the twentieth century. For nearly four decades Bowman operated around the vortex of state power, working to bring an American order to the global landscape. An explorer on the famous Machu Picchu expedition of 1911 who came to be known first as "Woodrow Wilson's geographer," and later as Frankin D. Roosevelt's, Bowman was present at the creation of U.S. liberal foreign policy.
A quarter-century later, Bowman was at the center of Roosevelt's State Department, concerned with the disposition of Germany and heightened U.S. access to European colonies; he was described by Dean Acheson as a key "architect of the United Nations." In that period he was a leader in American science,served as president of Johns Hopkins University, and became an early and vociferous cold warrior. A complicated, contradictory, and at times controversial figure who was very much in the public eye, he appeared on the cover of Time magazine.
Bowman's career as a geographer in an era when the value of geography was deeply questioned provides a unique window into the contradictory uses of geographical knowledge in the construction of the American Empire. Smith's historical excavation reveals, in broad strokes yet with lively detail, that today's American-inspired globalization springs not from the 1980s but from two earlier moments in 1919 and 1945, both of which ended in failure. By recharting the geography of this history, Smith brings the politics--and the limits--of contemporary globalization sharply into focus.

In The Decline of the Welfare State, Assaf Razin and Efraim Sadka use a political economy framework to analyze the effects of aging populations, migration, and globalization on the deteriorating system of financing welfare state benefits as we know them. Their timely analysis, supported by a unified theoretical framework and empirical findings, demonstrates how the combined forces of demographic change and globalization will make it impossible for the welfare state to maintain itself on its present scale.

In much of the developed world, the proportion of the population aged 60 and over is expected to rise dramatically over the coming years -- from 35 percent in 2000 to a projected 66 percent in 2050 in the European Union and from 27 percent to 47 percent in the United States -- which may necessitate higher tax burdens and greater public debt to maintain national pension systems at current levels. Low-skill migration produces additional strains on welfare-state financing because such migrants typically receive benefits that exceed what they pay in taxes. Higher capital taxation, which could potentially be used to finance welfare benefits, is made unlikely by international tax competition brought about by globalization of the capital market. Applying a political economy model and drawing on empirical data from the EU and the United States, the authors draw an unconventional and provocative conclusion from these developments. They argue that the political pressure from both aging and migrant populations indirectly generates political processes that favor trimming rather than expanding the welfare state. The combined pressures of aging, migration, and globalization willshift the balance of political power and generate public support from the majority of the voting population for cutting back traditional welfare state benefits.
